What's the Object?

Examine this photograph from the Illinois State Museum website.

What do you think this is? When was it made? Who used it? Why?

I think this is some kind of water heater, radiator.

It's hard to get an idea of size from the pic. Could it be a measuring device of some kind?

This looks like some sort of sifter. I know that sometimes shovels of dirt are put through items that look like this and the large rocks don't fall through. Just a wild guess though.
